For the clothing component I update the BLS lower family budget allowance using the clothing index of the CPI and subtract the BLS allocation for the husband’s clothes. The clothing allowance of $972 per year also covers the costs of laundry services estimated roughly as one load of laundry per person per week (about $390 per year). Each family member is therefore left with a meager $194 per year for clothing purchases. I have not increased this allowance for working parents assuming work clothes are a “stock” analogous to household furnishings which are accumulated prior to the inception of the poverty spell and can be “worn down” during the duration.
